The City of Surprise, AZ WSM/Shive-Hattery as part of a Design Build team with Weitz Construction to develop the Public Works Operation Facility of the City of Surprise.

The new facility houses multiple Public Works departments and provides site exterior space for parking and storage of city vehicles and equipment. The fleet maintenance department, which repairs all city vehicles including large vehicles such as sanitation and fire department trucks, is located in the building. Vehicles enter the maintenance bays inside the building which includes a parts warehouse, providing conditioned space for the maintenance staff. The rest of the building houses administrative offices for Streets, Signs, and Solid Waste departments, which previously were located at separate sites. These departments share conference spaces and break areas that are centrally situated. The shared spaces provide both better amenities for each department and savings for the city. WSM worked closely with the city staff to understand the goals and priorities of these different departments in order to provide the best value for the city’s limited budget.

The site is part of an overall city campus. Also on that campus is the City’s water treatment facility and space for future city and commercial development. Care was taken to locate the site with regard for both security and access to the facility. Final location of the building was determined based on the proper vehicle maneuvering in and around the building. Safety ands security of the staff and vehicles were priorities and those goals were met with this design.
